Robert Lee Stump was born to Jesse Patrick and Floy B. (Fields) Stump in Phoenix, Arizona on April 4, 1927. He served in the U.S. Navy from 1943 to 1946 and graduated from Tolleson High School in 1947. He went on to earn his B.S. at Arizona State University in 1951. Stump farmed before being elected to the Arizona State House of Representatives in 1959. He served in this capacity until 1967, when he was elected to the Arizona State Senate.
